Q. I worked in Saudi Arabia as an Army civil servant from 2012-2016. I now work in the U.S. at Marine Corps Base Camp Pendleton where I receive locality pay. If I work here for two years, how is my retirement pay under FERS (42 years of service) computed? What if I spend one year overseas (no locality pay) and two years stateside (with locality pay) — do I get the average of the three years?

Q. My mother retired from the U.S. Postal Service in 1997 or 1998. She came in under CSRS and later FERS; however, I guess she did not pay into Social Security at the time, unknowingly. But she worked for years with the state prior to that and was not given credit for it. She receives the bare minimum from Supplemental Security Income. Is there anything that I can do to help her? She has worked more than 50 years to only receive $250 per month.

Q. I am a FERS employee wanting to retire on Dec. 31, 2017, with 35 years of service and 425 hours of annual leave with which to take as a lump-sum payout. Since the pay period ends in and the actual pay date is in January 2018, will my payout be counted as income for 2017 or 2018?
