Q. I am a CSRS Offset employee who retired in 2007 from the Postal Service. I just turned 62 and the Office of Personnel Management started reducing my annuity due to eligibility to SSA. I also applied for Social Security. After receiving one full check, they too have reduced my check under the windfall elimination provision for the same exact amount as the OPM reduced it. Is this possible?

Q. I worked for the federal government under CSRS from 1979 to 1989. When I left, I took out my money. I returned to federal service in 2011 and was erroneously placed in FERS. Now I have a decision to remain in FERS or the CSRS Offset. If I don’t pay back the money I owe and plan to retire in eight years at the age of 62, which is the better option for me?

Q. I am a 62-year-old CSRS Offset retiree receiving Social Security survivor benefits. I have been informed that my annuity will be reduced by $773 per month since I am now eligible for Social Security benefits. When I applied for Social Security benefits on my own earnings, I was told that I could not receive both my benefit and the survivor benefit I was already receiving. It was my understanding that I would receive a reduced Social Security benefit equal to the amount of the offset to my annuity and that I was also entitled to keep my Social Security…

Q. I may separate from federal service (Veterans Affairs Department) at age 62 with approximately 16 years of total service. I am CSRS offset. Am I able to postpone taking the annuity until I retire at age 65 or 66? Is there any advantage to postponing taking the annuity? I have been continuously covered by Federal Employees Health Benefits for six years or so. From what I read, if I am employed outside of the federal system, I can discontinue FEHB coverage until I fully retire, then “rejoin” FEHB at the time I retire. Is this correct?

Q. Can I reduce or eliminate the windfall elimination provision reduction by continuing to work? I am now 62, and about to receive a modest deferred CSRS Offset pension. I also have 24 years of substantial earnings in Social Security. If I continue to accumulate substantial earnings, can I get up to 30 years, at which point the WEP penalty disappears? That is, if I don’t apply for Social Security until I’m 70, will they calculate the WEP based on my earnings record as of age 62? Or will they wait until I apply for Social Security?

Q. I have 32 years of federal service. My initial employment from 1981 to 1984, was a worker trainee position covered under FICA. In 1984, upon completion of the trainee program, I was converted to CSRS Offset. At the time of the conversion, I was not offered the option to buy back my time. I recently received a retirement printout that included the option to buy that time, but the $2,000 is now nearly $12,000. Is there any way to dispute penalties and interest on an amount I had no idea existed?
