Q. I have been told numerous times and get the fact that a Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay is not an “entitlement.” I have been asked at two different VERA/VSIP offers, if I would take a VERA/VSIP and twice have told them to put me on the top of the list. In both instances, I was told no. Can an organization ask you if you would take the offer knowing that they would deny you? I am in CSRS and have the years in service (31) but not the age.

Q. 1. During the reduction in force in 1993, I resigned and received incentive pay. I am now CSRS Offset at age 52 with 26 years of service. If Voluntary Early Retirement Authority is offered, will I be eligible for incentive pay to retire early? 2. What if my job is abolished? I have been told that if my job is abolished, I could receive severance pay equal to one year of my salary. Is this correct?

Q. I am 57 with 19 years of service under FERS. I also have two years of temp time with the government. Will the temp time count in the calculation of my special retirement supplement that starts at age 60 if I do Voluntary Early Retirement Authority and Voluntary Separation Incentive Pay next year at age 58 with 20 years?

Q. I am 58 years old, with 24 years with Veterans Affairs Health Care System in the Midwest at GS-6. I have multiple health conditions including several brain surgeries and don’t understand all the nuances with retirement.  I have been told I’m eligible to retire in December 2014 with full benefits but would like to continue working until I’m at least 62 years old. I understand I can keep my Federal Employees Health Benefits insurance and life insurance after retirement. I have heard rumors of Voluntary Separation Incentive Pay or buyout at $25,000. I think I have several options of…

Q. I am eligible for immediate FERS retirement at my minimum retirement age with more than 10 years of service. I am considering retiring under these conditions (including the 5 percent-per-year-under-62 penalty). But I understand that Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay is under consideration in my agency Department of Justice. If I submit a retirement application before VERA/VSIP is offered, am I ineligible for VERA/VSIP?

Q. I have 37 years of civil service and am 60 years old. If I am offered a Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay and I accept it, can my supervisor or higher-ups deny it or stop it from going through? And does my supervisor have to approve it?

Q. I would like to know if I would qualify for a Voluntary Early Retirement Authority and/or Voluntary Separation Incentive Pay. I’m 55 years old, an electrical engineer, in an acquisition position (I signed a three-year agreement and I have one more year left). I have 30 years in CSRS.

Q. I am looking for Voluntary Separation Incentive Pay retirement. What is the difference between regular retirement process and VSIP retirement process? How does the Office of Personnel Management recognize which retirement process you are submitting?
