Q. I medically retired as a Chapter 61 with 14.6 years active duty. I don’t and haven’t received any of my retirement pay because my disability through the Veterans Affairs Department has always been higher than what my service retirement pay would’ve been. Because my medical retirement is less than 20 years, I don’t get both entitlements. Because I’m not drawing both entitlements, is there any reason why I shouldn’t be able to add the 14.6 years toward leave accrual? A. Go to www.opm.gov/feddata/gppa/gppa06.pdf, which contains the chapter on Creditable Service for Leave Accrual, and scroll down to section 1.6. Creditable…

Q. I am about to retire from federal service. From 1969 to 1976, I served in the Air National Guard and the Coast Guard Reserve. When I joined the guard, I spent six months in training. Does that time count toward my federal service time? A. It does count if you were called to active duty. If it is creditable, it should be reflected in your service computation date. If it isn’t, you’ll need to check with your personnel office, which can get in touch with the Air National Guard to determine if the time is creditable.

Q. I spent three years working for the Veterans Affairs Department at a work-study position. Does this time qualify as nondeduction service (that is, temporary or intermittent service) performed before Jan. 1, 1989, that would be creditable under 5 U.S.C. 8332 if a deposit for such service is made. Does this count toward my Federal Employees Retirement System retirement eligibility or annuity computation?  If so how do I make a deposit for this time if necessary. A. To find out if that time is creditable, fill out a copy of Standard Form 3108, Application to make Service Credit Payment, and…

Q: I have 30-plus years as a federal employee. I worked as a temporary teacher with D.C. public schools, which I understand to be creditable service. How much creditable service is permitted under the Civil Service Retirement System for a teacher who taught for 10 months (academic year) in Defense Department schools or in D.C. public schools? I taught for 10 months and was paid on a 12-month basis. I have read the statutes and regulations and Office of Personnel Management guidance. However, I cannot find anything that pertains to how teacher employment is credited. Surely, OPM has some sort…

Q: I spent almost 11 years as a New York City police officer. I then became and am still an FBI special agent (1811). My question is, can my NYC government service time count toward my federal service time? A: No, your city government service can’t be combined with your federal government service.

Q: I am a reservist with 33 years of service, six of which were active. I purchased that time back before I became a Federal Employees Retirement System employee. I spent four years in the reserves that were not covered in my computation date. A typical year has about 50 points for reserve weekends, then active duty for training (two weeks) and occasionally longer schools and so forth. What periods of reservist time can be bought back? A: You can’t make a deposit to get credit for any reserve time, only periods when you were called to active duty. However,…

Q: I am starting a general service job soon, but am getting some conflicting messages about how much leave I will accrue. I am a member of the U.S. Army Retired Reserve – with about 14 years of active duty time. I will not receive military retired pay for another 12 years. Will my active duty time be creditable for leave in the civilian system? A: Yes, your active duty time will be considered to be creditable service for determining your annual leave accrual rate. It won’t be used in determining your years of service for retirement purposes or in…

Q: I am a 58-year-old physician with 16 years of military service from 1978 to 1994. I am taking a job with the Veterans Affairs Department. In the benefits booklet I received, there is a note as follows: “Physicians and dentists covered under Title 38 provisions must complete 15 years of creditable service in order to use Physicians/Dentists Special Pay as basic pay in determining the high-3 average salary used in the computation of a [Federal Employees Retirement System] annuity. If I buy into FERS for my 16 years of military service, does this count toward “creditable service,” or is…

Q: I have an appointment letter with specific dates listed for a qualifying nonappropriated-funds employment from the U.S. Army at the Army Youth Activities camp in 1964. I have confirming information from microfiche records that have been officially certified that list the same employer (U.S. Army AYA Camp) for the same quarter as the specific dates listed in the appointment letter, and at the same pay specified in that letter. What else is required by regulation for verifying this service? These two documents taken together seem sufficient. A: The only requirement is that you provide convincing evidence that you performed…
