Q. Can I buy back government contract time and count it as civil service time? I worked more than 13 years as a Defense Department contractor, with a clearance in continental U.S. and outside CONUS positions. I performed the same information technology duties and responsibilities as the soldiers and Department of the Army civilians. I’ve been working as a DA civilian for over three years, and it would be nice to have these years count toward my civil service time.
