Q. Can temporary promotions be used in the computation of an individual’s high-3?

A. An employee’s high-3 is computed using the average of his highest three consecutive years of average basic pay. Since those three years are made up of 78 consecutive biweekly pay periods, any bump in your pay that resulted from a temporary promotion would be included.
