Q. How can a nonappropriated fund employee move into a GS position in the same directorate without opening the position to the general population?
A. I’m not aware of any requirement that a position be opened to the general population. It would appear that a 1991 agreement between the Defense Department and Office of Personnel Management permits the voluntary movement of NAF employees to GS positions.
