Would the offset still apply if rehired as a NAF employee?
That’s a question you’ll have to ask the NAF personnel staff.
If there is no budget passed do retired federal people still get paid
It depends on the terms of the shutdown. In the past employees changed with essential duties, such as public safety, law enforcement and national defense, have been paid while others have not. On the other hand, retirees continued to receive their annuities and Social Security benefits because these are paid out of trust funds.
