Q. Is there any ruling that a current federal employer can use to allow me to carry over more than 240 hours of annual leave?

A. No there isn’t. However, an agency can restore annual leave in excess of the annual limit under certain circumstances. For example, if it was schedule in writing before the start of the third biweekly pay period prior to the end of the leave year but could not be taken because of illness or the agency’s need for him or her to stay on the job.

  1. There is one loophole. If you PCS OCONUS you are allowed to carry over 360 hours of Annual Leave while in overseas duty. I don’t know why it is more but I have that right now. Then when you return back to the states your new max carry over is whatever leave you have at the end of that leave year. In theory you could come back with 360 hours + another 208 hours and then retire and get paid for 568 hours of unused leave. That is what I plan to do.
