Q. I work for the Air Force in Germany (YA-02/GS-13). In a recent question/answer on your Web site, it was stated locality pay would start for “affected employees” in 2010. In my situation, would I be an “affected employee?” It further states the locality pay will be phased in. In 2010/2011, overseas employees would only get one-third/two thirds of the locality pay. Will we still be getting some type of post allowance/COLA so that we don’t end up getting paid less than we did in 2009? Why are overseas employees going to be tied to the “rest of the U.S.”…

Q. I understand that my stateside locality pay will not count towards my retirement calculation for time that I serve in Naples, Italy. I am about to start a 3-year tour there, and when I return to the U.S., plan to retire. How will my annuity be calculated — based on my “high-3” from my last three stateside years, or does the more current base salary in Naples have something added to it as well for annuity calculation purposes? A. Your annuity will be based on your highest three consecutive years of average base pay, regardless of when that occurs…
Q. I currently am a Defense Intelligence Agency (DIA) civilian stationed overseas; prior to moving under DIA I was an Army civilian, also serving in an overseas location. For FERS annuity calculation purposes it is my understanding that DIA civilians receive 1.7 years of annuity credit for each year served in an overseas duty location. If that’s correct, when I retire, presumably from DIA, will I receive the 1.7 year credit for just the time served with DIA or will I get the 1.7 DIA credit for all years served overseas both as an Army and DIA civilian? A. I’m…
Q. I was an employed physician working alongside comission corp officers at the Commonwealth of the Northern Marianas Islands Hospital in Saipan beginning in March 1989 through June 1991. I am now a federal employee with the Indian Health Service. Would my overseas time count as creditable service? A. It would only be creditable if retirement contributions were taken from your pay. If they weren’t, that time isn’t creditable for any retirement purpose.
Q. I am a FS medical technologist serving the Department of State overseas. I am slated for mandatory retirement in 2012 and am considering retiring overseas (West Africa) somewhere. Are there any benefits for retiring overseas and how can one really find out about the job market for a person interested in taking their time and talents and trying to make a decent living overseas? A. This set of questions falls outside the boundaries of our forum.
Q: Now that the Defense Authorization Bill has been passed stating that federal employees overseas will be paid “Locality Pay” as opposed to a Cost of Living Allowance, when will we begin to receive the locality pay? A: Under Public Law 111-84, in calendar year 2010, affected employees will receive one-third of the locality rate paid in the “rest of the U.S.” locality; in 2011, two-thirds of the otherwise applicable comparability payment for each nonforeign area; and in 2012 and after, the full amount of the otherwise applicable comparability payment. Since the 2010 locality rate has not yet been announced…
