Q. I was an IPA (Interagency Personnel Act) for the Air Force from 2003-2006. I then left my position with the University of Central Florida in 2006 and accepted a full-time GS-13 position with the Air Force, where I continue. Can I get retirement credit for the three years as an IPA? A. Not that I’m aware of. However, ask one of the benefits specialists in your office. If they don’t know, they can bump it up the line and, if necessary, check with OPM.

Q. I worked for the Defense Department in Germany. When my husband was given a permanent change of station, I was granted terminal leave without pay for one year from my job. I started working again for the federal government one month after my terminal leave ran out. How is this terminal leave time counted toward my retirement? I am under FERS. A. There is no provision for terminal leave in the federal civilian government. Therefore, unless DoD has a special provision of which I’m unaware, you were on leave without pay. If that’s the case, you would get credit for six months…
Q: Mr. Jones included something in his column appearing in the June 6 issue that has alarmed me and I’d like some clarification. Mr. Jones implies that military retired pay is somehow affected by the initiation of a federal civilian retirement annuity, except under “limited circumstances.” I am a federal employee and have been since 2007. After buying back my military academy time, I have retirement credit as of 2003. I am drawing military retired pay that I earned for service between 1983 and 2004. I plan to retire from federal civilian service in 2028. Under current rules, wouldn’t I…
Q: Is the time spent at a service academy creditable for civilian retirement if the employee did not graduate? There has always been an assumption that if the individual did not graduate from the academy that the time was not creditable for civilian retirement purposes. Nowhere can a reference be located with a mention of graduating. I’ve exhausted just about every reference possible and the closest thing that I can find is Section 1115 of the National Defense Authorization Act for Fiscal Year 2008, which authorizes federal employees to receive retirement “credit for service as a cadet or midshipman at…
