Q: I worked six years as rural mail-carrier substitute. There is no retirement plan for subs. After that, I have worked 21 years as a regular rural mail carrier. Have you heard of any new deal where those six years as a sub could be included in my retirement plan?

Regarding the rural carrier’s time as a sub, if the time was worked prior to January 1, 1989, under the legislation that created the Federal Employees Retirement System (FERS), he can buy that time back toward retirement if he makes the deposit. I myself am a letter carrier and I worked as a casusal in 1987 and 1988 and I bought that time back toward retirement.
