Q. I retired in 1999 from the Federal Aviation Administration. The lump-sum option was not available. If it is available now, can I still get it?

A. No. Since 1994, the option to receive a payment equal to what an employee contributed to the retirement system was restricted to those who have a life-threatening condition resulting in a life expectancy of less than two years.
