Q. If an employee has submitted his retirement application and then the agency subsequently offers him a Voluntary Separation Incentive Payment, can he withdraw his retirement application to take advantage of the VSIP? Or once the retirement application is filed, is the eligibility for a VSIP lost?

A. There are no regulations that cover this situation. However, the purpose of a VSIP is to encourage employees to retire that wouldn’t have done so without the financial incentive. It would be up to your agency to decide if your withdrawing your retirement application would qualify or disqualify you for a VSIP.
