Q. I am currently a GS-15. I am thinking of taking a downgrade to a GS-14. I plan to retire at age 60 with 23 years of service under FERS. Will my high-3 be calculated on my highest three years at the GS-15 pay? I’ve been a GS-15 since 2008.
A. Your high-3 will be based on your three highest consecutive years of average pay, regardless of when they occur in your career.
