Q. I have been told numerous times and get the fact that a Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay is not an “entitlement.” I have been asked at two different VERA/VSIP offers, if I would take a VERA/VSIP and twice have told them to put me on the top of the list. In both instances, I was told no. Can an organization ask you if you would take the offer knowing that they would deny you? I am in CSRS and have the years in service (31) but not the age.
A. It is perfectly reasonable for an agency to survey its employees to find out how many of them (and at what grades and occupations) would be willing to leave or retire. That your position was one that didn’t make the cut is unfortunate.
