You should also advise this person that when they reach age 60 they can apply for a FERS Pension annuity via OPM and send them info on how to apply for a FERS Pension Annuity. This person would make far more money over the course of their life via a monthly FERS retirement check than getting a few thousand dollars as a one time payment!

So this person could not get a refund of the government’s contributions toward their FERS annuity?
Regardless of the circumstances, no separating employee can get a refund of the government’s contributions.
I have applied for disability retirement. Will I receive backpay if I am not on Lwop? I am currently on Lwop, but that will end on Dec 1st, I may not receive a decision for 6 months.
While you won’t receive backpay, if you are approved for disability retirement, your first benefit payment will include all the money you were entitled to from the date your LWOP ended.
