Q. My husband is a civil service employee with 25 years under FERS. Will his health insurance cost be the same when he retires?

A. Yes, unless he is an employee of the U.S. Postal Service. The premiums of Postal Service employees are lower as a result of an agreement with its unions. When they retire, their premiums will be the same as all other employees and retirees.

    Since health insurance premiums, while working, are pre-tax dollars, and the health insurance premiums after retirement are post-tax dollars, in a sense, the actual cost to the retiree goes up after retirement.
