Q. I worked from 1992 to 1995 as resident in VA. Human resources states that because it was after 1989 and  I was covered under FICA, I cannot pay back to get credit under FERS. Is that true? A. Yes, it’s true. That’s because nondeduction service performed after Jan. 1, 1989, isn’t creditable. And a deposit can’t be made to make it so.

Q. Can I buy back temp time?  I’m currently a permanent employee and I was a temp for 15 months. I am not getting ready to retire, but; I was told that I could buy back my temp time.  Is this true?. A. Unfortunately, you can’t get credit for that time. Under FERS, periods of nondeduction service performed on or after Jan. 1, 1989, aren’t creditable for either length of service or annuity computation purposes.

Q. I retired from the Air Force last year after 27 years and now work as an Army civilian. I plan to work 10 more years, then retire at age 67, when I will have a combination of my Air Force retirement, Federal Employees Retirement System retirement and Social Security. To what degree, if at all, would I benefit financially from using the military buy back to pay into FERS? How many years should I buy back, and how soon should I do it? A. If you made a deposit for your active-duty military service, you would get credit for those…

Q: I am thinking about buying back my 20 years of active-duty time to make a deposit. I am a 100-percent combat-disabled vet. I read in the FERS handbook under Creditable Military Service that under certain conditions someone receiving retired military pay may receive that pay and full civilian annuity, but only if a deposit is made to the civilian retirement system for that period of active-duty service. To be eligible, the employee who is receiving retired military pay must have been awarded it (a) on account of service-connected disability incurred in combat with an enemy of the United States…

Q. I left the government in 1984 (after eight years of service) and cashed out my retirement. I then came back in 1985, as a term employee with no retirement, until 1989 when I obtained a permanent position. Thinking I would only be with the government several more years I converted from CSRS Offset to FERS for the TSP matching. Ten years later, I made a deposit (based on OPM calculations) to buy into CSRS for the time I was a term employee and have those years count toward my years in service. I was advised at the time, not…

Q. I have five years’ previous service as a customs inspector from 1992 to 1997. In 1997. I was hired into my current 6 (C) law enforcement covered position as an 1811 special agent. In 2012, I will be 50 years old with a total of 28 years of federal service, eight military that I bought back, five as a customs inspector, and 15 as a special agent. Is there any provision for a buyback of law enforcement time for my previous five years of customs inspector time that would allow me to have 20 years of law enforcement time…

Q: I am a FERS employee. I hope you can help me with calculating what my civil service retirement check will be if I do the military buyback program. I served seven years active duty and 22 years reserve duty. My reserve retirement paycheck will be approximately $1,700 that I will start collecting at age 60. I would like to know an approximate monthly amount that my civil service retirement check would be if I bought back my military time. I realize I can only collect one or the other. I am, at this point, in the military buyback program:…

Q: My friend served seven years and three months in the Coast Guard and has worked for the post office for 25 years. He’s looking to retire, but was told that his Coast Guard time is not counted, and he would only be entitled to $400 per month. He is turning 56 on Sept. 24. A: Active-duty service in the Coast Guard is creditable for determining his length of service and in the computation of his annuity, but only if he makes a deposit to the civilian retirement system, plus accrued interest, while still employed.

Q. I work in Honolulu and will be retiring at the end of 2011. Is there a form to fill in to buy back my locality pay so I can get credit for it in my annuity? A. Public Law 111-84 provided for a phased-in conversion from nonforeign area cost-of-living allowances to locality pay over a three-year period beginning in 2010. If you want to get credit for a portion of your COLA as basic pay, you’ll have to complete either a Standard Form 2803 (Civil Service Retirement System) or 3108 (Federal Employees Retirement System), show the dates of the…

Q. I started at the Transportation Security Administration in late June of 2002 with a temporary appointment for which time there were no retirement deductions. I was then made permanent in November 2002. Can I buy back the six months of temporary time so that it will be added to my government service for computation of my FERS pension? A. Nondeduction service performed on or after Jan. 1, 1989, isn’t creditable for either eligibility or computation purposes, nor may you make a deposit to get credit for it.
