BRAC leave and retirement

Q. Can accumulated Base Realignment and Closing leave count toward retirement eligibility, i.e. years of service?  My wife is being BRAC’d and has accumulated quite a large BRAC leave balance.  She will not have 20 years of service when her job moves in September 2011 due to BRAC, unless she can count her BRAC leave balance toward her years of service.  If so, she could conceivably retire with age and years of service as she is over 50.

A. No, neither BRAC leave nor unused annual leave can be counted when determining retirement eligibility.
