Sick leave credit under FERS

Q. A Federal Times article that appeared in November of 2009 noted: “The new law (granting credit for unused sick leave) gives the credit only to those employees who take an immediate annuity.”  Am I correct to assume that the word “annuity” in this case refers to receipt of one’s pension and thus the exercise of full retirement benefits and not to the conversion of a TSP Account into a fixed annuity?
