Under FERS and switching to CSRS

Q. I started working with the Department of Justice on Jan. 3, 1983, as a part-time/full-time student. I was hired as a full-time government employee in May 1983. Does this qualify me to be covered under CSRS? I am covered under FERS. I want to be under CSRS, as there are more benefits.
