High-3 and salary cap

Q. I have retired and am awaiting OPM’s final calculations on my high-3.

I retired as a GS-15 Step 8 who during my high-3 regularly hit the salary cap and did not get paid my full salary. When OPM does the calculation for my high-3, will it use the salary I would have gotten as a GS-15 Step 8 had I not been cut off by the salary cap, or will it use the salary I actually received under the salary cap cutoff? Thank you.

A: By law, the high-3 is calculated using the basic pay an employee receives, the amount from which retirement deductions are taken.
