Q. Can you tell me how Executive Level IV pay, which limits the maximum pay of GS scale employees, is calculated? What is the formula? In searching, I can find the pay rate but not the rules. In other words, will GS-15 Step 9s and Step 10s who have hit that ceiling ever see that ceiling rise?

A. GS salaries (excluding any locality pay or special rates) may not exceed the rate of pay for Level V of the Executive Schedule. The minimum rate for GS salaries plus special rates may not exceed 30 percent of the maximum rate for a particular grade, and the maximum rate may not exceed the rate of pay for Level IV. GS salaries plus locality pay may not exceed Level IV. Because GS salaries are linked to those of the Executive Schedule, lack of pay movement in the latter limits upward movement in the former.
