Q. I was on a “permanent” position, tenure 1 as a rehired CSRS employee. I was laid off. Reason: Lack of funds. Who can I contact to get my job (or equivalent) back? I have heard nothing from OPM about reinstatement. Can I be paid “back pay”?

A. Rehired annuitants are “at will” employees and may be separated at any time, unless a prohibited personnel practice is involved. Since you were separated because of a lack of funds, that exception doesn’t apply in your case. As a result you are neither entitled to reinstatement nor back pay.
