  1. Only way this person can retire NOW at age 54 instead of waiting till their MRA of 56 is if their agency is under a early retirement authority where this person has more than enough service time to accept an early retirement offer from their agency.

    Other than medical disability retirement, they can also retire is via discontinued service retirement if their position is to be eliminated and their agency has no other job to offer them that they are qualified for within their commuting area!
