Q. I’m covered under FERS for retirement and currently have 27 years and eight months of service (service computation date of Oct. 10, 1984) with over a year of sick leave accrued/unused. I understand that starting in 2014, unused sick leave for FERS employees will be credited “day for day” vs. “1/2 for day.” If I schedule retirement for January 2014, will my unused sick leave place me over the 30-year mark for service  and qualify me for the 1.1 percent of pay/year of service for the FERS annuity portion of the retirement package? A. No, it will not. Sick…

Q. I am under FERS. I turn 65 on Nov. 20 and will have completed 12 years and one month as a federal civilian. My service computation date is Oct. 10, 2000. Is it possible for me to retire effective Nov. 28, or do I have to wait until the end of the pay period? I will have over 300 hours of annual leave to sell back on Nov. 28.  Because my hourly pay is $69, will that $20,700 affect the annual limit from Social Security limit in 2013?  I will be applying for Social Security starting on my 65th…

Q. I entered active duty with the Army on Sept. 16, 2002, and got an honorable discharge for medical reasons on Nov. 5, 2003. Those dates were recorded on my DD-214. I joined the federal civilian workforce in May 2004, and that federal agency calculated my service computation date as March 12, 2003. I think this calculation is wrong. If it is, which documents should I reference to have this corrected? And whom should I contact for the correction, as I just transferred to another federal agency? A. You’ll find the definition of creditable service and the methodology used for…

Q. I am a postal worker who started my 25th year of service in May. I am buying back my military time of six years and will have it paid at the end of this year. I will be 49 this year. Since my minimum retirement age is 56, is there any chance of receiving the Social Security supplement between 50 and 55 if I retired under a Voluntary Early Retirement Authority? Must I be 56 regardless of the number of years of service to receive it? When I pay off my military time later this year, how is the…

Q. I have over 28 years of credible service as an Army reservist and therefore will qualify for retired reserve retirement benefits. I am also considering buying back my active-duty time. I understand from your blog that I am able to purchase back time without it reducing my reserve retirement services and that buying back time is only to reset my service computation date. Where can I find that in regulations? A. If you make a deposit to get credit for any period or periods of active-duty service, that time will be used to increase your civilian length of service…

Q. I have worked in federal civilian service since September 2001. When in college, I worked several summers for a federal government agency. My service computation date does not take this into account. Can I get a record of how much time that was, and if it doesn’t count toward my creditable service date, is there a way to purchase this time to add it retroactively? A. Nondeduction service performed after Dec. 31, 1988, isn’t creditable for either eligibility or computational purposes, nor can you make a deposit to get credit for it.

Q. My agency (Interior/FWS) put out notice that it will be offering a Voluntary Early Retirement Authority to all employees beginning in January 2012 and ending in September 2013. My service computation date is Sept. 19, 1984. I have over 20 years in covered 6c (law enforcement) positions, and over 25 in federal service.  I am 46 years old. Interior has told me they conferred with the Office of Personnel Management and I qualify based on the 25 years at any age for the VERA. However, they say I do not qualify for an enhanced annuity for law enforcement officers,…

Q. My retirement eligibility service computation date is June 6, 1985. I’m under FERS and am 48 years old.  I’d like to take the Voluntary Early Retirement Authority this year if offered. If I retire at 48 under VERA and I postpone my FERS annuity until age 56 (my normal minimum retirement age), will the annuity amount be the same as it would have been if I actually retired at 56 rather than 48, or is it reduced? Is this amount changed if I take the FERS annuity at 56 rather than 48?  If I postpone FERS annuity, will the…

Q. I’m an Air Force Reserve retiree (not yet 60) with just under six years of active-duty time. I joined civil service in October of 2011, and I’m trying to get my service computation date moved based on my active-duty time, but I’m hearing multiple answers. I’ve already started my buyback payments to cover the FERS post-56 money, and everything I’m finding says I should be eligible. What’s the correct answer, and can you point me to a few regs that I can provide to my personnel section to help resolve this question? A. Go to www.opm.gov/staffingportal/vetguide.asp, click on Complete…

Q. My agency (Interior) has put out notice it will be offering a Voluntary Early Retirement Authority to all employees ending in September. My service computation date is Sept. 19, 1984. I have over 20 years in covered 6c (law enforcement) positions, and over 25 in federal service. I am 46 years old. I qualify based on the 25 years at any age for VERA. However, I am wondering if I will receive the enhanced annuity under 5 USC 8415(d) for the over 20 years law enforcement service. (I do not have 25 years covered 6c as stated in 5…
