Q. I am a FERS employee who will be retiring under early retirement rules for air traffic control. I will turn 55 in April 2014 and plan to retire Jan. 4, 2014. Everything I read says that if I retire in the year I turn 55, there will be no early withdrawal penalty for my Thrift Savings Plan. My human resources specialist says I must retire after I turn 55 — after my birthday in April. Which is correct? I also understand the advantages of retiring close to the end of the month, ideally the last day. However, Jan. 4…

Q. I am a FERS employee who is planning to retire at the end of the year at age 63 with 30+ years of service. I will have a large accrued sick leave balance, and also plan to accrue as many annual leave hours as possible (over and above the 240-hour carryover allowance) to cash out at retirement. My last scheduled day of work in that pay period is Thursday, May 2, with Friday and Saturday being regular days off. In that scenario, the federal retirement benefits calculator indicates my “annuity start date” is May 4. When could I reasonably expect my first annuity payment? I was under the…

Q. I am in FERS, born June 20, 1953, with a service computation date of Nov. 6, 1983, and eligible to retire June 19. I just saw where my position is going to be a part of the reduction in force. If the RIF happens before my retirement date, will I still get my special retirement supplement? Would I get a buyout?
