Q: You answered the question below in a previous post. Can you give me the legal statute/instruction that states this so I can let my human resources department know? They are trying to tell me that my military service won’t count toward leave accrual time and I am in almost this exact situation as below. I am starting a general service job soon, but am getting some conflicting messages about how much leave I will accrue. I am a member of the U.S. Army Retired Reserve with about 14 years of active duty time. I will not receive military retired…

Q: I have a question about CSRS/FERS military service payback. I served in the Air Force from April 1981 to May 1989. After separation I started working for a section of the DOJ in April 1990 under the FERS system. I know it is late in the game, but I am trying to do a buyback for my military time. I have heard different answers as to whether my military time would be considered a CSRS component or if it would be paid back as part of FERS. I am under the impression that it would be a CSRS component.…

Q: I am considering a short-term FERS GS position and want to know about retirement eligibility. I have four years as a cadet at West Point (1966-1970), and this time was not part of my military retired pay (26 years of Army service). I know cadet time is allowable toward a FERS retirement, but I also know that there is a five-year minimum service requirement to be vested in FERS. Can I use the cadet time (I buy it back) toward the five-year minimum service requirement so that I only have to work one year to reach retirement eligibility? A:…

Q: I am a CSRS employee working for the Air Force and I have a question about military buyback. I was first employed by the federal government in 1975 and am eligible for retirement in September 2010 when I turn 55. From everything I’ve heard, when I become eligible for Social Security I will take a reduction in my annuity for my time in the military because I did not buy it back. A: Because you were first hired before Oct. 1, 1982, you’ll receive credit for your period of active duty military service when your annuity is computed. However,…

Q: My father retired from active duty in 1961. He then went into government service until 1980. He served in the Korean War and World War II. He is now 93 and has Alzheimer’s, so he doesn’t know who we are. My mother is 84 and takes care of him. She gave me a piece of paper that has dad’s retirement information. She asked me what the $22.08 that comes out every month from dad’s check is for. It says “post retirement basic life insurance”. She said dad has paid this since 1961, but she has no idea what it…

Q: I was employed as a GS-9, then promoted to GS-11 for an eight-year period. I took some time off from civil service but I have recently been contacted and offered another position in civil service. I was active duty military for four years and during my first employment as a civil servant I did not buy back those four years of active duty military. Am I allowed to buy those four years of active duty back when I am reinstated into civil service? A: Yes.

Q: I have several questions, but before I ask them let me provide some background. I am about to take a position as a new hire as a GS13 in September. I am 54 and plan to work until I am 62 or older. I have 16.8 years of military service which begun in May 1980. I took early retirement in January 1997 and draw military retired pay. I am a 90 percent disabled veteran and I receive VA disability compensation as result of what the VA considers a service-connected disability incurred in combat with an enemy of the U.S.…

Q: I’m asking this on behalf of my father. He is 66 years old and is not currently receiving any form of federal or civil service annuity, although I suspect be may be eligible for one. He served for four years in the active military (1962-1966) and nine years in the national guard (1967-76). He was a civil service employee for 21 years as well (1967-1988). He left his civil service job to take care of his ailing parents and never returned to a government job. He has never thought to investigate if he is eligible for some sort of…

Q: From January 1990 through August 1993, I was a Treasury Department adviser to Saudi Arabian Ministry of Finance. During that tenure, I purchased credit in the retirement system for the three years of active duty in the Navy (1967-1970). So, I have something slightly in excess of 6.5 years in the system. I am now 67 years old and self-employed. My questions are the following: Do I have sufficient time in the Treasury Department’s retirement system to draw a monthly stipend? If so, who would I contact to start these benefits? If not, how much more time as a…

Q: I served in the Air Force from 1971 to 1977. In 1977, I joined the Air National Guard. I retired from the Air National Guard in 1991 with 20 years of military service. In 1977, I also got a job with the federal government as a civilian employee under the Civil Service Retirement System. In 1986, I paid back my six years of active-duty time I spent in the Air Force into CSRS. I am planning to retire in 2011 from the federal government with 40 years creditable service in CSRS (this includes the six years of military time…
