Q. I am an 1811, GS-13, Step 9, federal law enforcement officer. I was activated, under Title 10 for 13 months in 2012. I deployed to Afghanistan. I am eligible to retire from my federal employment. How does the Office of Personnel Management calculate my high-3 for retirement purposes, if one of my high-3 years would have been during the time I was deployed?

Q. Since my high-3 occurred in San Antonio between 2005 and 2009, will my locality pay associated with that period be incorporated into my retirement pay if I elected to retire immediately after returning to the U.S., or will I have to take an assignment in the U.S. and remain on station for a year to receive the locality pay of that region?

Q. I am receiving workers’ compensation benefits through the Postal Service. I am considering the switch from OWCP to OPM (FERS). My concern is that I have been on OWCP since 1997 and am worried that all my cost-of-living adjustments would somehow not roll over and be figured into the Office of Personnel Management payments.
