Q. I am an employee with 36+ years with the Defense Department. I am 60 years and eight months old, FERS, and have been offered a Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay. Would I be eligible for both or only one? What entails accepting the VSIP and retiring under the VERA? What is a full special retirement supplement?

 Q. I am 62 with 26 years in. I have been offered Voluntary Early Retirement Authority or Voluntary Separation Incentive Pay. If I take VSIP, when could I retire, so I can get my retirement annuities and Thrift Savings Plan?

One of the most valuable benefits offered to federal employees is the opportunity to enroll in the Federal Employees Health Benefits Program. I thought it would be a good idea to spell out the conditions that need to be met to carry FEHBP coverage into retirement. If you are eligible to retire on an immediate annuity, you can keep your health benefits coverage if you are currently enrolled in FEHBP and have been continuously covered for at least five years. Note: You are considered continuously covered even if you were enrolled in the program when you left government and re-enrolled…

Q. My agency is waiting for Office of Personnel Management approval to offer a Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay. No details have been released to employees, but speculation is running high that two or three additional years of service will be offered as an incentive to retire. Managers have been telling people already eligible to retire but still working that they would not be eligible for the additional years of service because they already meet standard full retirement eligibility criteria. It seems to me that anyone who is eligible should be able to take advantage of the incentive.…

Q. I am 60 years old and will have 40 years of uninterrupted CSRS service in August. In July 2015, I will attain the number of years for a maximum percentage annuity. My agency is considering Voluntary Early Retirement Authority and/or Voluntary Separation Incentive Pay for a number of positions. Is there any basis for offering an employee in my situation credit for the remaining years to attain the maximum percentage annuity early with a voluntary retirement/separation?

Q. I took the Voluntary Early Retirement Authority in July 2012 under FERS because of health reasons. I had 24.9 years and I get the special retirement supplement. Since then, I was awarded disability benefits from the Social Security office with benefits beginning Jan 1, 2013. Since I did not retire under FERS disability with the Postal Service, do I still get to draw the supplement with my annuity along with my Social Security disability?

Q. Our agency just received notice that Voluntary Early Retirement Authority has been extended to the end of July. I was proceeding under discontinued service retirement since I have been told that, due to a lack of funding for fiscal 2014, I am being involuntarily separated from the agency in October. I have read the Office of Personnel Management’s Chapter 44 thoroughly regarding DSR, and the other info for VERA. I know the requirements are the same: 50 years old and 20 years service, which I have. The difference is DSR (involuntarily separated with no offer of other job) and VERA…
