Q. I am a FERS employee. On Aug. 31, 2014, I will meet my minimum retirement age of 56 with 30 years in.  If my agency offers Voluntary Separation Incentive Pay three to four months before the Aug. 31 date, will my annuity still be penalized because I did not reach the full 30-year mark? Or would I still get the full 30-year annuity and the Social Security gap pay? If not, what would be the reason for any FERS employee to take an early-out if there is any type of penalization?

Q. I was honorably discharged from the Air Force in September 1992 under the Voluntary Separation Incentive program. I had 16½ years of service. I have received VSI payments each year since, and am due about 12 more payments. In May 2000, I went to work for the Department of Labor under FERS. At the end of this year, I will have 13½ years of civilian service. I will also be 56 years old, my minimum retirement age, by the end of the year. Can I buy back my military time and retire at the end of the year with…

Q. I’ll have 30 years in when I reach my minimum retirement age on Nov. 30 under FERS. I was planning to retire on Jan. 11, 2014 so I could apply 100 percent of my sick leave toward service time. No Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay offer was made this year. What would the pros and cons be for me if I were to make the offer to go from a GS 12-9 to a GS 9-5 beyond making less money? I’d consider 27 hours a week working three nine-hour days.

Q. I have approximately 24 years of FERS service (USDA, Forest Service) and have approximately six years (10 seasons) of temp/seasonal time, all of which occurred before 1989. I have paid a deposit for all of my time as a federal temp/seasonal employee. Will the special retirement supplement be calculated only on my 24 years of FERS service? Or, because I made the deposit for all of my seasonal time, will it be based on all 30 years of my federal service? I am hoping to retire at the end of the year. I will have over 30 years and…

Q. Can you tell me if I would get a full 48 percent when I retire at age 57 from 6(c)? I started working with the federal government as a non-law enforcement officer under FERS in 1997 and continued for 12 years (12 percent). In 2009, I was hired into a position that is 6(c) and plan on retiring at 57 with 36 percent. When I retire from my 6(c) position, will be able to draw on the fed 12 percent, or do I have to wait?

Q. If I were approved for FERS disability, is there a recertifying process that I would have to undergo each year? I am 52 years old. Would my annuity begin at 56, or would it be 62? My minimum retirement age is 56. If there is an annual check to see if you are still disabled and you are deemed now fit by the Office of Personnel Management or the federal government, would they find you another job?

Q. I am a FERS employee. I am planning to do an immediate retirement (MRA +10). Date of birth: March 1952. Service computation date: February 1996. This gives me 17 years in FERS and well within the minimum retirement age. I would like to postpone the receipt of my annuity until my next birthday (62), eliminating the penalty. This should allow me to use all my sick leave for annuity computation. Is this possible?
