Q. I’m in CSRS. My service computation date is July 31, 1978, and I maintain the maximum of 240 hours of annual leave. I also have 3,702.4 hours of sick leave. Since annual leave is projected forward, is the first pay period of the new leave the best time to retire to receive a lump-sum payment for 448 hours of unused leave?  However, I don’t know how this will affect my sick leave. Is there a formula or software that can determine the best year and date to retire to maximize lump-sum payment for unused annual leave and sick leave?

Q. I am a retired military rehired annuitant with the Internal Revenue Service. I retired from the Department of Agriculture with 29 years and seven months under restructuring with no penalties. My time was made up of 20 years and one week of military (waived military retirement) and nine years, six months and three weeks of civil service time for a total of 29 years and seven months. I work for the Veterans Affairs Department, and all I see on my leave and earnings statement is a service computation date. Is the vesting date the exact five-year date from my hire date, or do I need to complete an entire pay period that the exact five-year anniversary falls in? I am paid monthly. Q. I had cashed out the five years of FERS service from May 1987 through August 1992. I was reinstated in November 2005 and been with the federal government since. I just received a letter from the Office of Personnel Management that I would have to pay $1,973 for FERS redeposit and $3,541 for the interest — a total of $5514. The date shown is Nov. 14, 2013.
