Q. I was on active duty for over 11 years and then received a medical retirement in June. I received a 90 percent Veterans Affairs Department disability rating. I have received a job offer in the VA health care system based on the training and experience that I received on active duty. 1. Can I receive leave accrual credit for my active-duty time? What is the pertinent section of the U.S. Code that deals with this? 2. Any other benefits that are transferable?

Q. I started federal service fresh out of high school in the Navy. After the Navy, I worked in industry as a contractor for a long time. Most recently, I have accepted a position working as a Navy civilian and have bought back my active-duty time. I would like to carry Federal Employees Health Benefits into retirement. Do I need five years in my present position covered by FEHB, or am I qualified by virtue of having been covered by government medical for more than five years during my two separate periods of government service?

Q. I am a 53-year-old FERS employee who will have 16 years of service (including nine years of military buyback) at age 56. I will meet the requirements of MRA+10 at age 56 and will have been in the Federal Employees Health Benefits plan for more than five years by then. I am trying to understand if it is possible for me to retire at or after age 56 and defer the receipt of my annuity to reduce or avoid the age penalty, then re-enroll in FEHB when I begin receiving the annuity. I have read all the previously answered…

Q. I am a federal employee. I have five years of active Air Force time and have 9½ years of Active Guard Reserve time in the Air National Guard. All of my time is listed on my DD-214s. I have been told if the time is on a DD-214, it is good for civil service time if bought back. I have also been told that only the active Air Force time can be bought back and not the AGR time even though it is on a DD 214. What is the true story?

Q. I am a CSRS employee, age 57, and don’t have enough credits to qualify for Social Security and never will.  I have 4½ years in Air Force and 34 years of federal service. I have not bought my military time back. If I retire this year, how many years would my annuity be based on, 34 or 38½ years?

Q. I have been a civilian employee for 12 years and plan to retire at the end of January. I am a retired Navy officer who has been covered under Tricare/CHAMPUS family plans since 1979. Will my five years under a federal government medical care program be covered by my 30+ years of continuous Tricare coverage? I plan to enroll in the Federal Employees Health Benefits plan during the open season and want to be able to carry FEHB into retirement.

Q. My husband is 63 and wants to retire Jan. 3, 2014. He has only 29 credits for Social Security, so he is not eligible for benefits. He started his CSRS career before October 1982. He stated paying into CSRS in February 1977. He was in Air Force for four years from 1972 to 1976. Does he have to pay back his military deposit? From what I have been reading, he doesn’t need to pay his military deposit since he is 63 and not eligible for Social Security benefits.

Q. I am eligible for the Voluntary Separation Incentive Pay and plan on taking it. However, I recently finished buying back my military time, to put toward my federal retirement. Would I have been able to calculate my military service into my VSIP if I did not buy it back? If so, did I just waste my money by buying back my military service, and is there anyway to get that money back?
