Q. I served three years on active duty from 1966 to 1969. I was hired as a federal employee in 1970. I retired in 2009 at age 61 and not eligible at that time for any Social Security benefits. Q. I retired from the Department of Agriculture on Jan. 3 with a balance of 440 hours of annual leave. The earnings statement for the lump-sum payment I received Feb. 1 shows that I was paid at my 2013 GS-12 hourly rate. I thought I was to be paid for this leave with the new 2014 hourly pay rate that is 1 percent higher since this payment was made after the new rates went into effect. Am I correct? If so how do I get this rectified?

Q. How does a retired federal employee receive a 1099R from the Office of Personnel Management? A recent notice from OPM stated they will not be supplying 1099R through the mail as in the past. They suggest that you go on a computer with a user ID and OPM-assigned password. I have called OPM at least 45 times in the past two days and received only a busy signal. I cannot get to OPM to find a password or user ID. Some older employees do not have computers or the knowledge to operate a computer. I worked at Puget Sound…

Q. I retired Oct. 2, 2007, on CSRS Offset at age 56 with 31 years in. From 1977 to 1991, no Social Security insurance was taken out of my pay. I left the Postal Service in 1991. When I came back in 1994, I was placed in CSRS Offset. After retiring in 2007, I went to work for Home Depot at age 61. I went on SSI disability. At age 62 in October, SSI sent me a letter stating my payment is reduced because of offset. Is this correct? Even though I’m on SSI disability?

Q. Will my high-3 (already met) computation for retirement purposes be affected if I accept a lower-grade job at another agency, say from Army to the Department of Homeland Security? Can an agency allow “saved pay” if I accept a lower-grade job?

Q. I have 23½ years of honorable military service and am receiving a retirement check from Defense Finance and Accounting Services for 10 years. If I enter federal service, do I have to stop my military retirement? If I retire after 10 years of federal service, would I receive two retirements: one for military service and one from federal service? Or would I receive one retirement check based on the high-3?
