Q. I have been working for the federal government for 40 years: six years in the Army, nine years in civil service, and the post office the rest of the time. I always paid in to the Federal Employees Health Benefits plan (except Army years) but I had to drop out for two years. Now I need to retire, but I will be four months short of the five-year minimum to take the FEHB into retirement. Does the Office of Personnel Management do waivers in this requirement? I am not on a VERA from the post office, but they offer…

Q. I am eligible to retire from the Postal Service under CSRS with 37 years of service at age 57. My husband retired on disability from the Postal Service and took out the survivor annuity for me. When I retire and start receiving an annuity, if my husband should die, will I also receive the survivor benefit from my husband and my own retirement check?

Q. I retired from the Postal Service and receive CSRS annuity only with survivor benefits, not eligible for Social Security. My wife retired and now receives Social Security on her prior wages. When I die, my wife will receive my CSRS annuity at a reduced rate. Will it affect the amount of Social Security she now receives? I know if I was eligible for Social Security, it would be at a reduced rate.

Q. I am 68, retired Navy enlisted, also retired Postal Service. I pay almost $500 per month for my Federal Employees Health Benefits through the post office. I have Medicare parts A and B. I am a long-term leukemia survivor (23 years) and have Type 2 diabetes that I take pills and insulin to control. My wife is 65 and has relapsing/remitting multiple sclerosis, for which she takes daily injections of copaxone to control. Other than some weakness and balance issues, she is suffering no noticeable effects from her MS. She, too, has Medicare parts A and B. The cost…

Q. Can I be terminated and denied my retirement if I decide to use all of my sick time (400+ hours) while waiting for my retirement package to go through? A very stressful situation arose before a day off and I do not wish to return to work at the Postal Service. I am under FERS. I have 10 years with the Postal Service in Cleveland as an electronic tech and 7½ years of credited military service.

Q. I am a Postal Service letter carrier in Lake Worth, Fla. I started in 1990, but was not made a career employee until Aug. 6, 1994. From Sept. 25, 1990, until Aug. 6, 1994, I worked both as an NTE (casual) and a temporary employee. Can I buy back these four years so that I would have 23 years of service with the USPS, and therefore needing seven years before I can retire with a full retirement. As of now, I have 19 years in.

Q. I am a 64-year-old retired CSRS annuitant. I am not eligible for Social Security. My husband is on my Federal Employees Health Benefits coverage with Kaiser Permanente (HMO standard option). He works for the Postal Service but is under my medical insurance. He will turn 65 in November but will continue working until 66, when he is eligible for Social Security benefits. I understand that he must sign up for Medicare Part A soon. If he elects not to sign up for Part B, will he be able to sign up for it without penalty when I apply for…
